Quality Indicators Released

The Australian Quality Training Framework 2007 (AQTF 2007) Quality Indicators form part of the AQTF 2007 Essential Standards for Registration for training organisations that wish to deliver nationally recognised vocational qualifications and competencies.

The AQTF 2007 Quality Indicators have been designed to help Registered Training Organisations (RTOs) conduct evidence-based and outcomes-focused continuous quality improvement, and assist Registering Bodies assess the risk of an RTO’s operations.

Under AQTF 2007, RTOs are required to collect and use data on three quality indicators which have been endorsed by the National Quality Council (NQC):

  • Learner Engagement
  • Employer Satisfaction
  • Competency Completion

The Quality Indicators Resources Package contains information and materials for RTOs to use to collect, analyse and act on data about their training and assessment. This package is now available online.




VELG National Conference

AQTF 2007 ready to kick off

The revised Australian Quality Training Framework known as AQTF 2007 came into effect on 1 July 2007 and will apply to all registered training organisations and all organisations seeking to become registered training organisations.

AQTF 2007 comprises two sets of standards

  • Essential Standards for Registration-registered training organisations must meet these standards in order to deliver and assess nationally recognised training and to issue nationally recognised qualifications.
  • Standards for Registering Bodies-these standards provide a common framework for the authorities in each state and territory that register and audit training organisations and that accredit courses.

Also available on the website is the AQTF 2007 Users' Guide to the Essential Standards for Registration. The guide is to help registered training organisations interpret and apply the AQTF 2007 Essential Standards for Registration to their operations and to help training organisations preparing to apply for registration.

Existing registered training organisations can use the guide when conducting self-assessments against the standards and when preparing for external audits. It is also designed to help registered training organisations manage and continuously improve their training and assessment outcomes in order to meet the needs of industry and learners.

New accrediting standards come into effect

Under AQTF 2007, standards have been revised for the accreditation of courses and for state and territory accrediting bodies.

The two sets of standards which govern accreditation of courses are

  • AQTF 2007 Standards for Accredited Courses
  • AQTF 2007 Standards for State and Territory Course Accrediting Bodies.

The two sets of standards which govern accreditation of courses by the states were first developed in 2002 and revised in 2005, with the current revisions coming into effect on 1 July 2007.The current revision has been part of the total review of all Australian Quality Training Framework standards by the National Quality Council. As part of the review there is a strong national directive to achieve a higher level of national consistency.

The objective of the standards, together with nationally endorsed training package qualifications, is to ensure Australia's vocational education and training system is responsive to industry needs and delivers quality training outcomes as well as protecting the consumers of training programs.

What's new in the revised standards?


The new standards provide:

  • greater emphasis on national consistency applicable to state and territory accrediting bodies through common standards, operational protocols and quality indicators
  • increased recognition of the critical role to be played by accredited courses, enabling a timely response from the national vocational education and training sector to the changing needs of industry
  • increased focus on maximising links between national training package developing bodies and state and territory accrediting bodies, maximising their complementary roles
  • greater clarity in expectations for essential course documentation for accreditation, including packaging rules, outcomes to be achieved, standards for assessment and required resources.

The accredited course document provides the basis for the development of strategies for training and assessment by each registered training organisation specified obligations requiring course copyright owners to monitor and evaluate their courses during the accreditation period to ensure that courses remain current and relevant, and to inform the accrediting body of changes.

In line with the new accrediting arrangements the following guides and guidelines are still to be developed:

  • Users' Guide to the Standards for Accredited Courses (formerly Guidelines for Course Developers)
  • national risk management guidelines for the assessment of courses for accreditation
    national moderation guidelines
  • national templates for accreditation submissions.

Accredited courses bridge the gaps in training packages and address state-based skill requirements for industry, enterprises and the community. They also have the capacity to address changes in skill needs, and the needs of emerging and converging industries and industry sectors, in a responsive manner.

Training Packages @ Work is about to release the latest edition of its highly popular Back 2 Basics series

Back 2 Basics Edition 3 is an easy-to-read guide that simplifies the vocational education and training system. It is designed to be a starting point to help vocational education and training practitioners understand the system.

This new edition combines the articles found in Back 2 Basics vol. 1 and 2 and includes important updates to reflect recent changes in the vocational education and training system including AQTF 2007.

All articles are drawn from Training Packages @ Work which provides information on the implementation of training packages and other key issues in the national training system.
Back 2 Basics Edition 3 is organised into three parts:

  • System Basics-covers administrative and regulatory aspects of the training system
  • Delivery Basics-covers issues relating to the delivery of training under the national training system
